A major sexual harassment controversy has rocked Kisumu national following allegations that a senior Governing Council official made inappropriate advances towards a secretary attached to the institution’s top administrator during an official retreat in Naivasha that was held between April 19 and 24, 2026.
According to reports, the alleged incident occurred during a retreat attended by senior management staff and council members.
In a formal complaint reportedly filed with the institution, the secretary claimed that the council official allegedly used one of the institution’s driver to pressure her into visiting his room during the retreat.
The complainant according to our stated that she rejected the alleged advances and refused to accompany the driver to the room where the senior official was staying.
“I declined the advances and refused to go to the room,” part of the complaint reportedly stated.
She further alleged that after turning down the request, the driver became hostile and later sent her abusive and insulting messages.
According to the complaint, the driver allegedly accused her of ruining an opportunity that would have benefited both of them after she declined to comply.
The allegations reportedly triggered immediate administrative action, with the institution’s administration initiating disciplinary proceedings against the driver.
In an interdiction letter seen by our source familiar with the matter, the driver was accused of inappropriate conduct, intimidation, threats, sexual harassment, and insulting the complainant while on official duty.
Part of the interdiction notice reportedly stated that the matter had been formally reported to the institution’s Gender Mainstreaming office and that the alleged conduct had brought disrepute to the institution.
The driver was reportedly directed to explain within 14 days why disciplinary action, including possible dismissal for gross misconduct, should not be taken against him.
Our source further indicated that the driver later apologized to the administration as internal investigations continued.
The controversy has since sparked concern among stakeholders and human rights advocates, with growing calls for independent investigations into the allegations facing the senior Governing Council official.
Some stakeholders argue that disciplinary action against the driver alone would be insufficient if the allegations involving the senior official are not independently investigated.
Pressure is now mounting on education authorities and the State Department overseeing Technical and Vocational Education and Training (TVET) institutions to intervene and ensure accountability.
Stakeholders say that if the allegations are proven, appropriate disciplinary measures should be taken to safeguard employees and uphold professionalism within public institutions.
The matter remains under investigation as calls intensify for swift, transparent, and impartial action regarding the allegations and the broader issue of workplace harassment in public learning institutions.
Our efforts to reach the institution administration for a comment were futile.
